This sharp and engaging collection of essays by leading governmental scholar Cass R. Sunstein examines shifting understandings of what's normal, and how those shifts account for the feminist movement, the civil rights movement, the rise of Adolf Hitler, the founding itself, the rise of gun rights, the response to COVID-19, and changing understandings of liberty. Prevailing norms include the principle of equal dignity, the idea of not treating the press as an enemy of the people, and the social unacceptability of open expressions of racial discrimination. But norms are very different from laws. They arise and change in response to individual and collective action. Exploring Nazism, #MeToo, the work of Alexander Hamilton and James Madison, constitutional amendments, pandemics, and the influence of Ayn Rand, Sunstein reveals how norms ultimately determine the shape of government in the United States, Europe, and elsewhere. "This book explores the power of the normal from a variety of angles. Responses to a pandemic provide especially vivid examples, but the author focuses more generally on the relationship of the normal to the trials and tribulations of democracy-its creation, its improvement, its reformation, its deterioration, its collapse. Those who seek to promote democratic goals work hard to alter the sense of what is normal. They often suggest that if certain groups are denied a right to participate in politics or to say what they like, something has gone terribly wrong. We can see them as trying to enlarge people's understanding of the normal. They might alter the very meaning of the right to participate in politics-for example, by calling for automatic voter registration, for lowering the voting age, and for allowing convicted felons to vote. Movements for self-government, old and new, proceed in this way"--

Abstract

The economy of Chile, with a total population of approximately 19.493.185 by 2021, is undergoing an adjustment phase after a remarkable expansion in 2021, with real gross domestic product (GDP) growth dropping to 2.4 percent in 2022 due to normalized consumption and contractionary policies. This economic adjustment is predicted to continue during the first half of 2023, as consumption is expected to fall further amid weakened household liquidity and labor market. The Chilean economy is based on the exploitation of agricultural, fishing, forest, and mining resources. Chile has made several improvements in gender parity, but violence against women remains a significant problem in the country. As the COVID-19 pandemic has exacerbated the problem of gender-based violence, women's labor force participation rate reduced by 10 percentage points as well as several other indicators have been affected negatively.

Abstract

Despite decades of economic growth, gender inequality in South Asia remains remarkably high. Although not the only one, social norms are a crucial driver of various gender outcomes, including differential economic participation. Using repeated cross-sectional data from nationally representative surveys, this paper explores the long term trends of gender outcomes and social norms (proxied by attitudes towards gender roles) in South Asia. The results corroborate the evidence that there has been almost no progress in gender equality in South Asia over the past half-century. There has been little progress on female labor force participation, marriage age, agency, intimate partner violence, and preference for sons, with education being the only exception. The lack of progress is apparent among all socioeconomic groups, including women who live in urban areas, are educated, and have higher incomes. Gender attitudes also remain unchanged, and in some cases, have become more conservative and have a negative relationship with gender outcomes. Better measurements of social norms and better understanding of how their constraining role can be loosened may be critical for achieving gender equality in the region.

2040. L'Europe, suite à des années de crises sanitaires, économiques et politiques, est devenue un vaste État fédéral plus écologique, plus sécurisant, plus sain. Pourtant, «les Briseurs de rêves» luttent clandestinement contre ce qu'ils considèrent comme des injonctions au Bonheur et dénoncent le «puçage» : l'implantation sous-cutanée d'un dispositif mesurant le taux individuel de Bonheur (TIB) de chaque citoyen. Ils pratiquent un jeu cruel consistant à gâcher le Bonheur des Hyper-heureux, les citoyens dont le T.I.B. est supérieur ou égal à 90 %… La course au bonheur a créé des perversions et des clivages sociaux que la plupart nient, mais la situation se radicalise rapidement. Du petit Sunny Talleyrand, le marginal fils du ministre, à Nisou et Jeannot, nonagénaires au caractère bien trempé, en passant par de jeunes implantés qui feraient tout pour s'arracher leur puce, chacun va devoir trouver sa place dans cette société manichéenne. Quel camp l'emportera et jusqu'où devront-ils aller pour vivre selon leur désir ?

« Votre avis nous intéresse ! » Qui n'a pas reçu ce message après avoir réservé en ligne un hôtel ou un restaurant, acheté un vêtement ou un livre, pris rendez-vous avec un plombier ou un médecin ? Dans l'ère de la notation qui est aujourd'hui la nôtre, on nous propose de tout évaluer, tout le monde, tout le temps. L'obsession de la note régit notre quotidien, à coup d'étoiles, de likes, de classements. Utiles, ces avis ? C'est indéniable. Pour autant, leur démocratisation bouleverse nos rapports humains comme nos habitudes de vie. Évaluer son prof ou son médecin ? C'est désormais possible. Ses propres performances sexuelles ? Des applications ont été créées pour. Donner de mauvaises appréciations en ligne à un concurrent ? C'est devenu un métier... Dans ce jeu permanent du jugement, l'autre devient une menace, soi-même un étranger et les valeurs morales s'effacent au profit de métriques techniques. Face à une telle situation, il faut reprendre le contrôle. La tâche n'a rien d'insurmontable. À condition, nous dit Pierre Bentata, de regarder en face ce qui nous pousse à tout noter. Car noter, c'est juger, et juger, c'est bien souvent haïr la réalité. Il est donc temps d'accepter le monde tel qu'il est et de dompter notre ressentiment pour retrouver un peu de sérénité et de bon sens.
